Ninth Meeting of the Regional Power Trade Coordination Committee (RPTCC-9) and Fourth Meeting of the Subregional Energy Forum (SEF-4)

In Shenzhen, the Peoples’ Republic of China (PRC), the Planning Working Group (PWG)/Focal Group (FG) Meetings, 9th Meeting of the Regional Power Trade Coordination Committee (RPTCC-9), and 4th Meeting of the Subregional Energy Forum (SEF-4) of the Greater Mekong Subregion (GMS) were held on 26 to 27 October 2010. The PWG/FG/RPTCC-9 meeting took stock of the final reports and recommendations of regional technical assistance project (RETA) 6440: Facilitating Regional Power Trading and Environmentally Sustainable Development of Electricity Infrastructure in the GMS. It discussed the successor RETA on support for sustainable GMS power trade development and its implementation arrangements. The meeting also reviewed the country progress reports on power development plans, and considered various institutional options for developing power trade. The SEF-4 meeting discussed the following:

  • country developments in the energy sector, and national strategies for CC/greenhouse gas reduction targets;
  • progress in the Road Map for Expanded Energy Cooperation; and
  • implementation plan for RETA on Promoting Renewable Energy, Clean Fuels and Energy Efficiency in the GMS.

The knowledge sharing session focused on Viet Nam's experience in rural electrification; and carbon capture and storage as a climate change mitigation approach. The meetings were jointly organized by the National Energy Board and China Southern Power Grid Company of the PRC and the Asian Development Bank (ADB). It was attended by RPTCC/SEF nominees of four GMS member countries, as well as by representatives of ADB, Agence Francaise de Developpement, GMS Environment Operations Center, Swedish International Development Cooperation Agency, World Bank, and RTE International/Center for Energy Environment Resources Development.
